  On October 30th, Li Keqiang, Premier of the State Council of the People’s Republic of China presided over the the State Council executive meeting, and adopted the Guiding Opinions on Deepening the Development of Industrial Internet in internet plus’s Advanced Manufacturing Industry to promote the revitalization of the real economy and accelerate the transformation and upgrading. The meeting pointed out that it is necessary to speed up the construction and development of industrial internet and promote the deep integration of the new generation of information technology and manufacturing industry, with the supply-side structural reform as the main line and the implementation of "Made in China 2025" and "internet plus".

  On October 30th, Li Keqiang, Premier of the State Council of the People’s Republic of China presided over the the State Council executive meeting, and passed the Decision of the State Council on Abolishing the Provisional Regulations of the People’s Republic of China on Business Tax and Amending the Provisional Regulations of People’s Republic of China (PRC) on Value-added Tax (Draft). Cancel the business tax in an all-round way, adjust and improve the scope of VAT taxation, designate units and individuals selling services, intangible assets and real estate as VAT taxpayers, and clarify the corresponding tax rates. At the same time, the transitional policies currently implemented for some industries remain unchanged.

 

  The State Administration for Industry and Commerce, the Ministry of Commerce and the General Administration of Customs recently jointly signed and issued the Memorandum on Promoting the Reform of Multi-certification and Strengthening Information Sharing and Cooperation among Departments, and reached an agreement on accelerating the reform of Multi-certification and deepening information sharing and business collaboration among departments and carried out relevant cooperation. The Memorandum of Cooperation puts forward clear requirements for relevant departments to establish information sharing channels, establish information sharing mechanisms, strictly control information collection, and promote the wide application of the "one photo, one yard" business license.

  In the fourth quarter of 2017, the Ministry of Commerce, together with the Development and Reform Commission and other 12 departments, will jointly supervise the special actions to expand consumption led by local commercial authorities. The main content of the inspection is the specific work carried out by local commercial authorities around the two major tasks of "developing circulation and promoting consumption" in domestic trade and six major measures such as promoting standardization and intensification of circulation information, deepening the reform of circulation system, building a unified big market, increasing effective supply of goods, improving the quality of life and service, and optimizing the consumption environment.

  The General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) has decided to launch a nationwide concentrated action on law enforcement and counterfeiting in the field of consumer goods e-commerce from October 25th to November 15th. During this year’s "Double Eleven" period, local quality inspection departments will severely crack down on illegal activities in the field of e-commerce, strictly investigate and thoroughly handle quality violations, deter those who manufacture and sell fake and shoddy products, and safeguard the legitimate rights and interests of consumers. In addition, it will also strengthen coordination and cooperation with public security departments, and effectively strengthen the crackdown on quality crimes.

  In order to further promote the disclosure of land acquisition information, China will establish a national land acquisition information sharing platform to fully safeguard the vital interests of the people. Since May this year, 35 counties (cities, districts) in five provinces (autonomous regions) have carried out the pilot work of standardization and standardization of grass-roots land acquisition compensation government affairs. The Ministry of Land and Resources will strengthen guidance with the relevant provincial departments of land and resources, and combine the relevant requirements of land acquisition information disclosure to promote the pilot results to the whole country.

  The Ministry of Human Resources and Social Security recently issued the "Notice on Issues Concerning the Setting of Post Conditions for Public Institutions" to further standardize the setting of post conditions for public institutions. The notice requires that the employer should scientifically and reasonably set the conditions of the recruitment position according to the requirements of the recruitment position, and must not set directional or discriminatory conditions unrelated to the position.
